Belgium operates a kilometre-based toll system for goods vehicles with a maximum permissible mass exceeding 3.5 tonnes. Vehicles used for passenger transport, such as buses and coaches, are excluded from this system.

To drive in Belgium, the vehicle must be fitted with a switched-on on-board unit, or OBU, linked to an authorised provider. The device records the kilometres travelled and calculates the corresponding charge on tolled roads in Flanders, Wallonia and the Brussels-Capital Region. The applicable rate depends on the region and type of road, the maximum permissible mass of the vehicle combination — including the trailer — and the vehicle’s Euro emissions standard. The cost may therefore vary along the same route depending on the regions crossed and the characteristics of the truck.

From 1 July 2026, Flanders will also introduce a surcharge linked to the vehicle’s CO₂ emissions class. There are five categories: Class 1 applies to the least efficient vehicles and Class 5 to the most efficient. The lower the emissions, the lower the CO₂ component applied to the toll rate.

    The rates of the highways have been set by the regional governments based on three parameters:

    • The gross weight of the vehicle: the charge per kilometer is due to trucks over 3.5 GVW. When the traction vehicle has a GVW of more than 3.5 tonnes, the combined gross weight rating (GCWR) (trailer included when the truck is equipped with a tow bar) must be declared.
    • The Euro or Euronorm emission standard: this is the emission standard that categorizes the pollution level of the truck.
    • The type of toll road: all roads in Belgium are toll roads. Most of them are charged at rate 0. Others have a payment fee.
    • In Flanders: the CO₂ emissions class stated in the vehicle’s Certificate of Conformity (CoC).

The OBU must be connected and turned on on all public roads in Belgium, even if they are not paid. The device only bills toll roads, not roads with 0 tariff.

The authorities check the correct use of the OBU also outside the important traffic axes.

If the device turns red and shows any errors, it is essential to stop and inform the corresponding provider. From that point, a grace period of 3h is set to obtain a new OBU or leave the country.

The following speed limits apply in Belgium:

  • 50km/h in built-up areas.
  • 90km/h on roads outside the built-up area.
  • 120km/h on motorways.

In Flanders and the Brussels Capital Region, the charge per kilometre is a tax. In Wallonia, it is a tax subject to VAT since the roads are managed by the private company Sofico.

The amount of the fine for non-payment issued by the regional authorities varies from € 500 to € 1,000.

Controls: Fixed, flexible and mobile controls are organised throughout Belgium to check whether all vehicles have an on-board unit in operation.

  • If it is correctly configured (license plate, axles, weight). 
  • If the network of the country that issued the fine is activated 
  • If there is no error on the screen or any red light appears. 

 It is also advisable to check with the driver if the device had any errors that were not notified, or if the device was disconnected from the vehicle’s power supply.
