Belgium operates a kilometre-based toll system for goods vehicles with a maximum permissible mass exceeding 3.5 tonnes. Vehicles used for passenger transport, such as buses and coaches, are excluded from this system.
To drive in Belgium, the vehicle must be fitted with a switched-on on-board unit, or OBU, linked to an authorised provider. The device records the kilometres travelled and calculates the corresponding charge on tolled roads in Flanders, Wallonia and the Brussels-Capital Region. The applicable rate depends on the region and type of road, the maximum permissible mass of the vehicle combination — including the trailer — and the vehicle’s Euro emissions standard. The cost may therefore vary along the same route depending on the regions crossed and the characteristics of the truck.
From 1 July 2026, Flanders will also introduce a surcharge linked to the vehicle’s CO₂ emissions class. There are five categories: Class 1 applies to the least efficient vehicles and Class 5 to the most efficient. The lower the emissions, the lower the CO₂ component applied to the toll rate.
