European Union has recently published a paper which acts as a guideline for border management measures to protect health and safety and ensure the availability of goods and essential services across the European Union.<\/p>\n<p>In summary, the paper covers the following key points in relation to movement and documentation.<\/p>\n<p><strong>Movement:<\/strong><\/p>\n<ul>\n<li>The Guidelines\u00a0 for\u00a0 border\u00a0 management\u00a0 measures\u00a0 to\u00a0 protect\u00a0 health\u00a0 and\u00a0 ensure the availability of goods and essential services adopted by the European Commission on 16 March 2020, stress the principle that all EU internal borders should stay open to freight and\u00a0 that\u00a0 the\u00a0 supply\u00a0 chains\u00a0 for\u00a0 essential\u00a0 products\u00a0 must\u00a0 be guaranteed.<\/li>\n<li>In order to preserve the EU-wide operation\u00a0 of\u00a0 supply\u00a0 chains\u00a0 and\u00a0 ensure\u00a0 the\u00a0 functioning of\u00a0 the\u00a0 Single\u00a0 Market\u00a0 for\u00a0 goods,\u00a0 wherever\u00a0 internal\u00a0 border\u00a0 controls\u00a0 exist\u00a0 or\u00a0 have\u00a0 been introduced\u00a0 Member\u00a0 States\u00a0 are\u00a0 requested\u00a0 to\u00a0 designate\u00a0 immediately\u00a0 all\u00a0 the\u00a0 relevant internal\u00a0 border-crossing\u00a0 points\u00a0 of\u00a0 the\u00a0 trans-European\u00a0 transport\u00a0 network\u00a0 (TEN-T)\u00a0 and additional ones to the extent deemed necessary, as \u201cgreen lane\u201d border crossings \u2013for land (road and rail), sea and air transport.<\/li>\n<li>Going through these \u201cgreen lane\u201d border crossings, including any checks and health screening of transport workers, should not exceed 15 minutes on internal land borders. The \u201cgreen lane\u201d border crossings should be open to all freight vehicles carrying any type of goods.<\/li>\n<li>Member States should act immediately to temporarily suspend all types of road access restrictions in place in their territory (week-end bans, night bans, sectoral bans, etc.) for road freight transport and for the necessary free movement of transport workers.<\/li>\n<\/ul>\n<p>Transport workers, irrespective of their nationality and place of residence, should be allowed to cross internal borders. Restrictions such as travel restrictions and mandatory quarantine of transport workers, should be waived, without prejudice for competent authorities to take proportionate and specifically adapted measures to minimize the risk of contagion.<\/p>\n<ul>\n<li>Workers should not be prevented from crossing internal borders to carry out their transport functions<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><strong>Documentation (Certification):<\/strong><\/p>\n<ul>\n<li>International certificates of professional competence should be sufficient to prove that a worker is actively engaged in international transport.<\/li>\n<li>In the absence of a internationally recognized certificate (e.g. van drivers) or in the case a certificate has expired, Member States may require a letter from the workers employer confirming the status of the worker, supported by the workers identification papers.<\/li>\n<li>The European Commission is assisting this process by providing a standard template letter (which is valid for UK transport companies during the Brexit transition period), please find an example of this below which can be used as a template for
